Chapter 221: The True Purpose of the Council of Sages

“Gascoigne-sama… ‘Heavenly Emperor,’ you say? Meeting him must have been a rare experience.”

“Do you believe me?”

“There’s no reason for you to lie about such a thing. Besides… I know well enough that he isn’t the type to listen to just anyone.”

The headmaster, Verloid Hahn, began his explanation.

“Firstly, I must admit that I do not have a close relationship with Lord Gascoigne. While I am a member of the Council of Sages… I am merely a ‘Satellite.'”

“A satellite?”

“Indeed. The Council of Sages consists of two types of members: the core ‘Planets’ and the peripheral ‘Satellites.’ I belong to the latter, so my interactions with the core members are limited.”

“I see… that makes sense.”

Even within the same organization, there was a clear hierarchy.

Despite being lauded as the kingdom’s greatest magician, the headmaster occupied only a peripheral role in the world’s most elite magic society. It was a humbling reminder of how vast and complex this world truly was.

“The Council of Sages has several responsibilities. The one most familiar to you is the recognition of new magic and the compilation of the Magic Codex.”

The Council of Sages maintained the world’s Magic Codex, a comprehensive record of all known spells. When a new magic was developed, it was added to the codex.

For magicians, creating a new spell and having it recognized was the pinnacle of achievement.
Having one’s magic recorded in the codex would ensure significant recognition and rewards from the kingdom.

(For a spell to be registered, it must demonstrate universality and reproducibility. Spells like my [Star Eater] or [Flame God Creation]—which require infinite magic—would never qualify…)

“However… the council’s primary purpose lies elsewhere: to bring harmony to the world.”

While Rest pondered, the headmaster continued.

“The Council of Sages mediates wars and works to prevent conflicts among humans. While we don’t intervene in minor skirmishes like the recent internal strife, we do step in for wars between nations, calling for ceasefires. Even now, our members are working in conflict zones across the continent.”

“War mediation…”

Now that he thought about it, Gascoigne had mentioned forbidding the use of [Flame God Creation] against humans.

It all made sense now. Gascoigne had feared the spell’s potential as a weapon of mass destruction.

“Lord Gascoigne rarely leaves the council’s headquarters. If he has taken action, it must be for an extraordinary reason.”

“…”

“I thought this during your admissions interview as well, but… Rest, you are a truly fascinating young man. To think even Lord Gascoigne has taken notice of you—I am impressed.”

“I don’t think it’s anything to be impressed about…”

Being noticed was one thing, but being viewed with suspicion was quite another.

It wasn’t exactly comforting to know that one of the world’s greatest magicians had gone so far as to issue a conditional threat of “elimination.”

“While Lord Gascoigne is strict, he is not unreasonable. He is an ally of humanity. As long as you don’t recklessly sow chaos in the world, he will never become your enemy.”

“I would never deliberately cause chaos…”

Though he had dealt with troublesome situations—like bringing down the foolish Prince Rodel and defeating the Sabnock beast—his intentions were never to disrupt.
If anything, he considered himself a victim, constantly dragged into the chaos of others.

“So, as long as I avoid causing trouble, everything will be fine, right? That shouldn’t be too hard.”

For now, Rest felt a sense of relief.

As long as Rest doesn’t succumb to darkness, there should be no reason for them to fight.

They likely won’t meet again… or so it seemed.

(But… why?)

Though Rest felt a sense of relief at the headmaster’s explanation, an unsettling chill ran down his spine in contrast.

(Leonardo Gascoigne… I have a feeling I’ll meet that man again. It’s just a hunch, but it feels like he’ll bring trouble with him…)

“Thank you very much. I’ll take my leave.”

“Indeed. Next time, let’s have a discussion about magic. I’ll have tea and sweets prepared for your visit.”

Rest bowed to the headmaster and left the room.
